EVEA is designed to serve two purposes:
To serve these two purposes, EVEA has been organized into nine tasks that make up the scope of work. We have designed EVEA to reflect the themes of inter-state collaboration; active engagement of highly regarded experts in the fields of English language acquisition, English language proficiency assessment, and approaches to assessment validity evaluation; and hands-on assistance to support states’ active involvement without imposing an unworkable burden on SEA staff. To support understanding of EVEA’s design and flow across the 18 month funding period, the nine EVEA Tasks are illustrated in the following exhibit.
