Underlying assumptions: Depending on context and interest, states
could test the following underlying assumptions to evaluate this claim:
- ELPA scores accurately reflect students’ English language proficiency skills and
knowledge, including for students who received accommodations during testing.
- ELPA scores are equally meaningful for all ELs regardless of their proficiency level,
grade level, or how long they have been enrolled in a language instruction program.
