Claim 2 is a “precursor/context” claim, which means that it sets the foundation for the valid interpretation and use of assessment scores. For the ELPA to be designed to yield scores that reflect students’ knowledge and skills (Claim 5) in the academic English necessary to participate fully in instructional discourse conducted in English (Claim 7), it must be aligned to high quality and rigorous ELD/P standards.
